On my end it is trying to preallocate 30+ GB of data and there's only 20 GB on my drive so it won't even begin the download, it will just stay in a stuck loop forever. The only idea I have is that maybe you're getting stuck on the preallocation stage of the download because there's not enough extra space on the drive.
