The game may not actually need or actually end up downloading all of this data when everything is properly configured. That way it has enough room to download and unpack everything correctly, not to mention additional space for the data that is already on your computer that could possibly need to be redownloaded. But what I'd do if I were you is to make temporary space on your drive to be sure you have not just enough space for what the download *says* it needs, but considerably more. it may download a bunch of data and then do it again, over and over again. It *may* begin the download if you leave it there long enough. not really a "problem" per se, but it's how Steam handles updates, particularly DLC (Hitman 2 was a nightmare cause every level was counted as a DLC). I've had this problem with numerous other games. On my end it is trying to preallocate 30+ GB of data and there's only 20 GB on my drive so it won't even begin the download, it will just stay in a stuck loop forever. The only idea I have is that maybe you're getting stuck on the preallocation stage of the download because there's not enough extra space on the drive.
